Cost in the artificial target link incorrect for storage right reservoirs

Storage right reservoirs with priority set to of 1010 show -49,000 cost in the arcdump file on the artificial target link. It's believed this cost need to be (1010)*10-50,000.

Bug fix - Closes #13. Storage right reservoirs were skipped in the code when the artificial target link cost is set for reservoirs. So they defaulted to -49,000 instead of -50,000+10*priority.
