Set Max Storage Step = Natural Flow fails

Attached is a network with a link that has the Set Max Storage Step = Natural Flow flag set. The "senior stg=nf" link should be constrained to 50 acre-feet of natural flow available but it is not, it receives it's full demand of 100 acre-feet.

Closes #40. Fixed Set Max Storage Step = Natural Flow. The code was actually simply commented out.
