No list returned if empty target list

If requesting get_targets where there is none defined, the status is success: 1 but still there is no list specified.

In my opinion, there are only two viable cases: Either the list is returned (then success may be 1) or the the success status is 0 because there is no list for whatever reason.

For the edge case of an empty list: While unlikely this may be a viable case. If this is the case, the success should be 1 but the list should be empty.
