Bug in playout: does not play to end because of ko passing

I think a better way to address this would be to only continue play after 2 passes if there is an active ko. I will look into something like this.

If there is a ko near the end of a playout, carry on playing for a bit. Fixes bug

I increased the pass count to 3, seems to be the correct solution to this bug?!
There are 3 lines to do this, as far as I understood it...
