Private profile issue

Sergey Kambalin repo owner created an issue

If profile chooses to show his profile only to friends, system shows limited page with only avatar and actions toolbar. But Profile Cover plugin hides this toolbar.

So other users can not interact with the user e.g. send friend requests.
