New decimal sign setting for treating them as equal

Make a new decimal sign setting that makes speedcrunch interpret comma (,) and dot (.)
as indistinguishable.

This would be a great feature for me since I copy paste, read and write in both english
and my local language. That makes me have to edit the pasted input or switch between
the different sign settings, as well as switching mentally.

The only regression I see in running this setting is that it you can not handle a four
digit number or greater that is represented like 1,111. I do not think this regression
is big enough to invalidate this additional setting and feature.

    Soon to be released 0.11 will accept both comma and dot as you requested. There won't
    be any setting though. I don't think one is needed. The comma vs dot question has been
    the most debated here throughout the years. Regarding your last paragraph, digit grouping
    (the seconded most discussed topic) via comma or dot is not supported. Instead, a small
    space will be used. This greatly simplifies everything and serves most (all?) people.
