[Cursor Location Values panel] what is X and Y? Are those the map coordinates I clicked?
I have a Map View in WGS 84, so I would expect coordinates between -180 and +180, but I get way bigger numbers:
Is this a bug?

Yes, they are.
Please show the full cursor location panel and the CRS you have choosen for. It might be still set to a previous CRS

Again, the Map CRS is WGS84, but the reported coordinates not in the -180 to 180 range. This is confusing.

Coordinates are always shown in the CRS selected by the CRS button (left to the layer filter box “Top Layer”).
So users can choose CRS more appropriate for individual use cases. -

I would suggest to do it like QGIS and also report the clicked coordinates for each layer in its own CRS:
