Identify Pixels and Features: Auto open panel if closed

Similar to QGIS, when using the Identfiy tool the according panel should automatically open in case it was closed by the user (check if panel is opened when clicking on pixel/vector, if not, open it).

Otherwise unexperienced users might think the tool is not working at all.
