drop source on background

After starting the EnMAP-Box, I want to drop a map source onto the grey background area. This should initiallize a new MapDock showing the data source. I think we already had this feature in past versions (in QGIS 2 perhaps).

This should of course also work with spectral libraries, opening a SpectralView instead of a MapView.
