add a "Use ENVI Header information" to the Band Properties widget

Requested by @Agustin Lobo in #943.

Only show that button, if the raster is a GDAL raster with ENVI Driver.

A click on the button will read all information (wavelength, fwhm, reflectance scalöe factor) from the *.hdr file and edits the table.
