SCSS Settings are not hidden when compiler is switched off

The SCSS compiler settings do not get hidden when the compiler gets switched off.

    Resolve issue #9 by hiding SCSS compiler options if the SCSS compiler is disabled. The options are brought back if the option is enabled. This simply hides the options in the front end, it does not change any values or remove any set options.
