Provides an endpoint for decoding values sent by looking at a Reporting Wheel. This endpoint returns the decoded message and also allows you to configure a callback URL to forward the message to.

After getting the code and before running the normal rake tasks to get everything up and running (db:create, db:migrate), read this document about getting imagemagick and rmagick to work.
