Need to review this one, because it breaks for large promotion processes.

We removed the ability to promote a source list. If the user wants to set up an initial set of facilities as MFL, she can use Resource Map's Import Wizard, which is better suited for the task, and it's even more powerful than promotion.
We added a link to the import wizard under "Step 1" at the project's page (it's only displayed while there aren't any facilities in the MFL).

I can click off the box and then the screen appears to work. I selected a few variables to bring over. Interesting the "Start" button looks deactivated but does work too.
