Form Language Change Causes Build Errors

I have a form and if i change the language to something other than default (English (United States)), it inserts "Import-LocalizedData -BaseDirectory $PSScriptRoot -FileName 'OOO.resources.psd1' -BindingVariable resources" in the form.designer.ps1.

When building, it kicks back with:

PoshTools Pro 4.2.1, but not sure how far back this has been happening as this is my first time setting a form language.
