ASCII seedstate

Continuing from issue #139. It was decided to keep the ASCII seedstate option to be able to debug an event in case the ROOT file was not written out properly.
However, the reading of the ASCII seedstate is no longer functional as some code parts were removed. Notably BDSRandom::LoadSeedState is not called anywhere in the code.
