Allow user to select (by platform) marquee art folder

would be awesome to allow the user to select which folder to use on second monitor for marquee art. Even if just in a config file somewhere that we could edit.

Users can currently do this by editing/creating a GameMarqueeView.xaml and/or PlatformMarqueeView.xaml file. Like the other views in BigBox each is theme-able and can be created/edited to show what media/information you want. This ticket shows an image of using custom folders. It takes a little reading in simple coding, so it is not a simple UI point and click thing.
