Handle explicit rule precedence

Beaver allows rule precedence to be specified with an explicit precedence terminal at the end of a rule with an at-sign. This is not yet handled by NeoBeaver.

    Implement explicit rule precedence

    Also improved conflict error reporting by printing conflicts even when there are other errors in the grammar.
