The Pad Velocity Table block contains the values describing the mapping of the hardware velocity value to MIDI velocity value for the Pads.

This block is created from the values contained in the JSON Pads.velocityTable array directly one byte per value.

JSON and SysEx are ordered from minimum to maximum value
