Need to build behind proxy or without network

Please allow using local files in compile-tzdatabase.scm.

Thank you for the report! It sounds a good idea, I'll do it as soon as possible.

Actually if you have tzdata/tzdata-latest.tar.gz in the top directory, then the build process won't download TZ database (thought still tries to download windows mapping file I'll fix this part.)

NB: if you are building from tar ball, then you can remove ALL keyword from updata-tz target defined in CMakeLists.txt

NB2: starting from next release (planning on this Friday), the building process won't call above target thus no network access as long as you have all the dependencies on your platform.
