Infinite system call error on Windows 10

Takashi Kato repo owner created an issue

On Windows 10 REPL, it seems something going wrong to read data.

It seems win_read on src/os/win/file.c is wrong.

NB: this doesn't happen on Windows 7. So could only be Windows 10 (and most likely it's because Windows 10 is more secure than Windows 7)
