small fireballs can set fireproof blocks on fire

If the vincinity of a block that is configured as fireproof is hit by a small fireball (Blaze, firecharge from dispenser), and ignite.smallfireball=true, the block can be set on fire, potentially lighting a portal. (see Canary issue 144)
