Renderer fails to grab chunks at times?

    I've seen a few of these cases, it would appear that this condition happens at region borders, investigating further now. My hypothesis is that the region files aren't hitting the render server before the render begins, which is less of a big deal for areas that likely have many renders (spawn, for instance), but on newer terrain or just regions that don't get rendered often, this is the result.
