Staff that join time out everyone except when themselves when logging in. The time out isn't instant. It is a brief freeze, and the server doesn't crash or restart, simply times out other players and staff members.

Happens especially when admins join the game. Moderators sometimes time everyone out, and sometimes many moderators can be on at once.
