/tour and /rules can be used to go to the overworld from the end or nether

/tour (and /tour <player>) will send you to the tour even if you are in the end or nether, unlike /spawn and /home.

/rules will do the same thing but with the new language hub.

The first part of this report is invalid. /tour player is a staff command and is needed for you to do your jobs, so is not subject to this restriction. Abuse of this for personal transport is a de-modding offence. For everyone else, a world restriction exists on /tour - please confirm if this is not the case with non-staff players.

The rules command is entirely separate and is indeed abusable; this will be fixed shortly.

This is a good example of why not to post two different bugs as one issue.
