Add partial matching and confirmation messages to /tp wrapper script

At least when typed by a god donor, typing /tp Riot or /tp Slow when SlowRiot is connected would not result in any action whatsoever. No teleport. No error message, nothing.

This is how canary/vanilla behaves now; you need to specify the full name correctly. I'll treat this as an enhancement request to patch in partial name matching
