/listalias on other players only checks if a player has aliases, and not if they are public.

When using "/listalias" on another player, if they have aliases (but none are public) it shows "Player's public aliases:" and then nothing else.

For example: /listalias Flippeh Returns: Flippeh does not have any public aliases to display

Flippeh does not have any aliases at all.

And: /listalias Ted1246 returns: Ted1246's public aliases: Ted does not have any public aliases, however he does have aliases which are not public.
