Armour and Tool kits message shows 0 for the cooldown between uses

When you use the /kit command for toolsets or armour too quickly the message gives two figures:

1. The minimum time to wait between uses
2. How long left before it will work again

I think for these kits it is currently 1 hour between uses but the message says 0 minutes instead. This is the bug. The second figure is shown correctly.
