Allow users who can use /tpto to select alias of user if the alias is public

Today I had an idea for a suggestion; Obsidian donor users and above should be able to specify a user and their alias if said user has a public alias.

Could /copyalias then /tpto it as one of your aliases. Or even just /listalias someone and then /tpto the coords
