Reduce /greportsnear timeout (perhaps just for staff)

I understand that the timeout is in place to stop people from spamming intensive database or file-scouring commands, however with the recent addition of the radius feature the timeout can be rather a pain.

I have two suggestions:

1 - Reduce the timeout for staff or all users

2 - Make the timeout the amount of seconds as the amount of blocks radius last searched for
