McObot not listening to IRC after server restarts.

After a server restart McObot will not respond to IRC chat, users joining/leaving IRC, !ping, !list, !healthyself and all the other commands but after a while (this time I was recording how long it takes, but someone decided to restart the bot :P) the bot will catch up and spam ingame with everything that was said in irc, respond to joins/quits and commands etc.

This appears to be the same issue as #50; if it comes back, then that's a different situation where it simply reconnects to the server periodically after it loses touch with it. In this case it had simply stalled.
