Note system functions added into Moderation Actions on the Control Panel

Could a "Add note to player" and "Add warning to player" button be added to the website under the player information section when viewing a players profile? Would be useful in events where you are unable to log in to do so and no staff able to log in to do so.

(Comes from when I questioned a griefer through IRC and couldnt log in as was on phone in a car)
