Adding a add note feature to control panels.

Similar to the ban button on the control panel, allows to be able to add info notes longer than you can normally put in ingame chat with commands (helpful for when someone has a very long name or long info note needed).

Also useful for when ingame is lagging and hard to type or while talking at the same time.
