Goodrep Badrep Request

It is currently possible to goodrep and badrep non-existant accounts from the control panel, ones that haven't paid, and ones that have not even visited freedonia. Currently this is not possible from in game, using /goodrep /badrep.

This is possible by changing the URL e.g. https://minecraftonline.com/cgi-bin/controlpanel?goodrep=test2 would register in game even though the account does not even exist or hasn't paid, and definitely has not visited freedonia.

This feature request is to limit the control panel to only be able to rep against the freedonia database(i.e. players that have joined the server and are in our local database).
