Disabled filter becomes active after editing

1. Create a "show only" filter. Ensure it matches something
2. Disable it (un-push button on the panel).
3. Edit filter and change its type to "highlight".

Expected result: nothing happens

Actual result: matching lines are highlighted even though filter button is still unpushed.
