You should also make it so people can't use bottle in courier and wards like dota. Would make it so hw users have to go back to base to refill or actually go looking for runes. There should be some sort of cost for using hw.

    #fixes #69 Now Couriers can't refill hero water (hw). It is because now couriers cannot use hw on runes, and hw dont refill when the courier is in base. Moving a unfilled hw to CircleOfPower don't refill. Heroes have to go to base or go looking for runes if they want to refill bottle.
