Bad Scaling quality

Just updated from v39.5 to the latest v40.7 and I got a problem that didn’t happen before:
Example: when Stretch is set to ‘Original size’ and we activate ‘Base scale’ to something lower than 100% the image gets too pixelated even when 'Resize filter' is ON.
In the v39.5 the same image looks way better by default when the 'Base scale' is set below 100%!
