Filters should produce equivalent id's for matching codes across source and target.

The PO and xliff 1.2 filters sometimes auto-generate code id’s. For example the xliff 1.2 filter has code to process subflows. Extra codes are created using Integer.MAX and decrementing. This produces mismatched code id’s if there is a n existing target with the same subflow. Other cases are auto-generated mrk elements and illegal char codes.

The PO filter has the same issue and possibily any bilingual filter that auto-generates code id’s.
