Incorrect Xliff State enum

Good day,

While upgrading to 1.46.0 I noticed that the state attribute with the value “new“ was no longer being written to our xliff output.
It looks like that as part of the 1.46.0 update the XLIFFFilter introduced a State enum sadly it seems that for some reason the State’s of XLIFF 2.0 where used and not of XLIFF 1.2.

Is there a specific reason for this?
