What steps will reproduce the problem?
1.can't open the prorgramns

What is the expected output? What do you see instead?
i see nothing when i try to load any okpai application
What version of the product are you using? On what operating system?
i am on windows 7 and have the right java (1.6)
Please provide any additional information below.

M15 works for me on Windows 7 64-bits.
Check to make sure you downloaded the correct 64-bit JDK/JRE and that the paths are set correctly. Go to the command prompt and type java -version from any location and make sure it show's the 64-bit JVM

This usually happens when trying to use either the 64-bit distribution on a 32-bit OS, or the 32-bit distribution on a 64-bit OS.
Could you confirm that you are using the proper distribution?
If right click your C: drive and select Properties you will open the Control Panel for the system and it says what type of system your Windows-7 is. All distributions can be loaded from here: http://code.google.com/p/okapi/downloads/list
