Order of options affect behavior in XML Filter

The order of the options seems to change the behavior. It should not.
<okp:options extractIfOnlyCodes="no"/> <okp:options omitXMLDeclaration="yes"/>
With this order omitting the XML Declaration fails.

Fyi, I can confirm this behavior. When omitXMLDeclaration comes first extractIfOnlyCodes="no" does not seem to work work.

Currently the xml filter only supports one <okp:options> tag.
<okp:options omitXMLDeclaration="yes"/> <okp:options extractIfOnlyCodes="no"/>
should be <okp:options extractIfOnlyCodes="no" omitXMLDeclaration="yes"/>
