XLIFFWriter overrides placeholderMode value

What steps will reproduce the problem? 1. Set the placeholderMode to 'false' on the XLIFFWriter step 2. Run the pipeline on an HTML file with tags

What is the expected output? What do you see instead?

Expect the bold tags to be marked by a <bpt> but they are being marked by <g> instead.

What version of the product are you using? On what operating system?

0.16 on Linux
