Encoding conversion utf-16

When selecting UTF-16 (LE) as output it puts a BE bom instead and when selecting UTF-16 BE no bom is added at all.

It seems "UTF-16" is UTF-16BE with a BOM, "UTF-16LE" is UTF-16LE without BOM, and "UTF-16BE" is UTF-16BE without a BOM. I've changed to code to add proper BOM for both UTF-16LE and UTF-16BE. "UTF-16" will have to be UTF-16BE.
