The main issue is extractable text surrounded by "withinText=yes" tags and the parent is not extractable. We agreed to create a new TU for each of these cases.

There is a side issue, perhaps deserving it's own ticket, where "withinText=yes" tags are trimmed. The policy should be that if "withinText=yes" is set the tags should not be trimmed as the implication is they may need to be moved within the segment. But this may interact with future code simplification logic.
