Can we get XLIFF 2.0 using Tikal or Rainbow only for now?

Can we get the XLIFF 2.0 using Tikal, if so what is the option that need to use?

Currently XLIFF 2.x extracted files are generated from a step Rainbow Translation Kit Creation Step that is not used in Tikal, only on Rainbow.

Note that you can use Rainbow in command-line mode too.

I haven't tried the Rainbow command line, but in the GUI, trying to generate an XLIFF 2.0 translation kit gives me this error:
