Target To Source Pattern Checking in QA step of Rainbow does not work & Exported pattern file in ascii

Hi Chase,

I wish you can help with these 2 issues for the QA step of Rainbow:

1. Target To Source Pattern Checking does not work (it used to work!)
2. The exported pattern file cannot be imported without spoiling the Chinese characters, which seems to be due to the ASCII coding. (UTF8 is fine.)

These are those MemoryQ xliff files. Could be related to the xliff filter issues with MemoryQ.
