Add data category extraction rules to JSON filter

notes, idValue, storage size and other ITS data categories will be specified using simple Json key paths, either full or relative paths. Non-ITS metadata may also be specified. metadata will be written out to xliff 1.2 using GenericAnnotation as XML attaributes using the okp namesapce.
