Text rewriting not working for segmented entries and TM

The Text Rewriting utility does not work when using a SimpleTM with segmentation. It seems the target segments get populated but the GenericFilterWriter does not get access to them and use the source instead.

This was caused by the source container being segmented but not merged back like the target was, so the generic writer which is based on the source state was trying to write segmented target that did not exist.
