TSFilter: Import segment state from source document

Could the conversion to generic xliff be smarter, please? I mean translated segments should be marked as translated, confirmed or approved, or whatever the right terminology is for the xliff format, etc.

I don’t know much about .ts files, but it sounds like there’s a native state value on each string which we could import and map to the XLIFF state.

Questions:

Do we need to update the state flag on merge/export as well?
What are the possible state values, and how do we map them to standard states? (This is a docs issue.)
