The XLIFF skeleton writter doesn't replace placeholders for IWS segment metadata on approved TUs

There’s a missmatch in the logic between net/sf/okapi/filters/xliff/XLIFFFilter.java:1360 & net/sf/okapi/filters/xliff/iws/IwsXliffSkeletonWriter.java:35

When creating the pack, the filter sets placeholders for all TUs except the ones that are not translatable, but in the skeleton writer it only replaces them back when they are translatable, and not approved.

This means you can end up with merged files that have placeholders instead of values.

Another issue may happen when there’s already a translation_status or translation_type attributes but the input fields are blanks in the filter parameters. Currently the value is replaced by a placeholder when teh pack is created and then an empty is tring is written when the kit is merged.
