In cases like <g>bold and red</g> the translator may want to turn off bold while leaving the red enabled. With collapsed tags this is not possible.
In the workbench there should be an option to expand codes on a per segment basis. At the very least the OpenXML filter should have the option to not collapse codes so small formatting changes can be made in the target.
